The Data Center for Addressing Significant Disproportionality (we pronounce it DEE-KAS-DEE) is dedicated to working with state and local education agencies to help build their capacity to identify and address significant disproportionality by more accurately collecting, reporting, analyzing, and using their IDEA data.
Significant disproportionality is a term used to describe a pattern where students from one or more racial and ethnic groups are identified for special education, placed in more restrictive educational settings, or disciplined at higher rates than their peers. Since 2004, the federal government has required states to collect and report data on significant disproportionality in special education by race and ethnicity.
Collecting and reporting data about significant disproportionality is no simple matter. This is where DCASD comes in. We work closely with states to build strong relationships and help develop robust and sustainable systems of high-quality data.
DCASD provides universal, targeted, and individualized technical assistance (TA).
DCASD builds the capacity of states, and districts through their work with states, in the following areas:
Designing, implementing, and evaluating methodologies for collecting and using data to accurately identify districts with significant disproportionality.
Supporting states to engage families and community partners to address significant disproportionality.
Conducting comprehensive root cause analyses to identify underlying factors contributing to significant disproportionality.
Reviewing and revising, if needed, policies, practices, and procedures that may contribute to significant disproportionality.
Utilizing data to address disparities and connect root causes to the appropriate use of funds reserved for comprehensive coordinated early intervening services (CCEIS).
Collecting, reporting, analyzing and using IDEA data to accurately identify and address significant disproportionality requires systemic and continuous improvement at all levels of the educational system.
